    Yes, you are free to develop with an existing license but when you go live you need a new license.

    I own one license and I want to make a new website. Both websites belongs to me, it is not for a client and the public have free access to them. Do I need a second license? Can I create the website using my current license for test, and only buy a new license when I decide to go on with the project?
